IDOT is delivering 11 major projects in the Peoria area worth $302.3 million under the Rebuild Illinois capital program. Four are scheduled to finish in 2026, five in 2027 and two in 2028 or later, so subcontract bid opportunities continue for several seasons.
Rebuild Illinois is the state’s capital program for roads, bridges and other infrastructure, delivered by the Illinois Department of Transportation. IDOT publishes project highlights by region on its Rebuild Illinois page.
The Peoria area has been busy for several seasons. In 2025, IDOT reported nine major Peoria-area projects totaling about $351.1 million. For 2026, it announced 11 more worth $302.3 million.
| Project | Type of work |
|---|---|
| McClugage Bridge | Bridge reconstruction over the Illinois River |
| Cedar Street Bridge (two projects) | Bridge rehabilitation over the Illinois River |
| Illinois Route 6 | Resurfacing on Peoria’s north side |
Local leaders called 2026 a big year for Peoria infrastructure, with two Illinois River bridges and extensive Route 6 resurfacing underway, according to IDOT. The Route 6 resurfacing from north of Illinois Route 29 to just south of Knoxville Avenue went to bid in June 2026.
Prime contracts on IDOT lettings go to prequalified contractors. Under the Illinois Administrative Code rules for IDOT prequalification, contractors apply to the Bureau of Construction’s Prequalification Section with a statement of experience and financial condition. Before each letting, a prequalified prime must also request and receive written authorization to bid.
Subcontractors don’t need prime prequalification to work on these jobs, but they do sign on to the contract’s requirements, including prevailing wage.
Most of the dollars on a bridge or highway job flow to specialty trades:
IDOT jobs are public works, so labor must be priced at the Illinois Department of Labor prevailing wage for the county, using the rates in effect for 2026. Read our prevailing wage bidding guide for the full method.
Quantities come from the plans and the schedule of prices in the bid package. Check every pay item against the drawings, because quantity errors on unit-price work turn directly into overruns or lost margin. Watch for:
Most IDOT contracts are bid on unit prices. The bid package lists each pay item with an estimated quantity, and you enter a price per unit. Your total is the sum of those extensions, but you are paid for the quantities actually installed.
| Concept | What it means for your estimate |
|---|---|
| Pay item | A defined unit of work, such as square yards of patching or tons of asphalt |
| Plan quantity | The engineer’s estimate. Verify it against the drawings |
| Unit price | Your full cost per unit, including labor, material, equipment and markup |
| Extension | Unit price times quantity. The sum is your bid total |
Because payment follows installed quantities, a unit price must carry all of your fixed costs for that item. If the plan quantity is too high and you spread mobilization over it, you will under-recover when the real quantity comes in lower.
The 2026 projects aren’t the end of it. IDOT’s improvement program identifies more than $2 billion in Peoria-area road and highway work between 2025 and 2030, according to the Peoria Journal Star, including a $76 million McClugage Bridge reconstruction. Work also continues on other state routes; IDOT announced Illinois 116 work in Peoria starting September 8, 2026.
For central Illinois subcontractors, that means a steady flow of public bids for years. Building a reliable prevailing wage pricing process now pays off on every one of them.
Send your quote to every prime bidding the job, not just one. On a hard-bid letting, you don’t know which prime will win.
Rehabilitation work, like the Cedar Street Bridge projects, is harder to estimate than new construction. The drawings show the expected repairs, but the true extent of deterioration often isn’t known until the work starts. Typical rehab pay items include:
Price access carefully. Work over the Illinois River can require barges, platforms or containment systems, and lane closures limit how many hours a day crews can work. Those costs belong in your unit prices, because the payment is tied to quantities, not time.

Prime contractors bidding IDOT lettings must be prequalified and authorized to bid. Subcontractors work under the prime’s contract.
